When vaping first started and was available to consumers (around 2006-2010), the maximum nicotine strength on the market was around 24mg/mL and was a freebase nicotine, which has a much slower nicotine absorption at lower levels (<12mg/mL) when compared to smoking. While it worked for most, some long term and heavy smokers found that 24mg/mL was not quite enough to keep up with their needs, and found that upwards up 36mg/mL would work better to keep them away from smoking. Although this worked for some, most found even 24mg/mL to be quite harsh and unbearable, making it very difficult to emulate the feeling that a cigarette creates with vaping. It stayed this way for years until around 2017 when a "salt based" nicotine was created and became available.  Adding an acid to the freebase nicotine lowered the PH levels, making vaping this new salt based nicotine at higher levels of nicotine (30-60mg/mL) much smoother and less harsh and also made nicotine absorption very comparable to the levels found with smoking a traditional cigarette, when used at those higher levels.

Big Tobacco companies took this idea, ran with it, and it has helped many more quit smoking with this new product but they failed to be responsible with their marketing and preventing youth access to it creating an uproar with parents and policy makers creating this mess we're in today.

An average cigarette contains around 10 to 12 mg of nicotine, but not every milligram of nicotine is inhaled as it burns. The body typically absorbs around 10%, or 1.1-1.8mg, of that nicotine on average. This means that for a pack of 20 cigarettes, 22 to 36 mg of nicotine is absorbed on average. This is about the same amount of nicotine that is absorbed on average with every 0.7mL 5% nicotine (59mg/mL) Juul pod... We'll let you do the math if you were not a pack a day smoker and are using more than 1 pod/day...
